Rafael Leon
Chair
Leon serves as the Executive Director of the Chicago Metropolitan Housing Development Corporation (CMHDC), a Community Facilities organization that develops, redevelops, owns, and manages affordable rental properties throughout the City of Chicago. He chairs the board of the Chicago Community Loan Fund and is a fellow of Leadership Greater Chicago. Leon is also a qualified Low-Income Community Representative.
Andrew J. Mooney
Mooney was appointed acting commissioner of Legacy Department of Community Development on November 19, 2010 and continues to serve in that capacity with the newly formed Department of Housing and Economic Development (HED). As acting commissioner, Mr. Mooney is charged with overseeing the City of Chicago’s housing, economic development, land use planning, sustainability, and historic preservation functions. Prior to his appointment, Mr. Mooney served as executive director of the Chicago office of the Local Initiatives Support Corporation (LISC) since 1996.
Maxine Mitchell
Mitchell is the founder and president of Applied Real Estate Analysis, Inc. (AREA), a multidisciplinary real estate consulting firm offering services in community revitalization and housing program research. In addition to her extensive work in public policy planning, Mitchell serves on the boards of the Chicago Architecture Foundation and the Chicagoland Redevelopment Institute.
Angela Hurlock
Hurlock is the executive director of Claretian Associates, an organization whose mission is to build community in South Chicago by providing affordable housing and related services targeting people making less than 50% of the Area Median Income. Hurlock is also a qualified Low-Income Community Representative.
Reverend Richard Tolliver
Reverend Tolliver is the rector of St. Edmund’s Episcopal Church, located in the Washington Park neighborhood on Chicago’s South Side. He joined the parish in 1989, and under his leadership the St. Edmund’s Redevelopment Corporation (SERC) was launched the next year. As the lead agency for the New Communities Program in Washington Park, SERC works towards developing quality affordable housing and community revitalization opportunities in the area. Rev. Tolliver is also a qualified Low-Income Community Representative.
Reverend Bruce Wellems
Father Wellems serves as the pastor of the Holy Cross/Immaculate Heart of Mary Parish, which is located in the Back of the Yards neighborhood of Chicago. His parish offers social services and youth programs to the members of its congregation, and organizes volunteer events around the area. He is also the Executive Director of the Girls and Boys Town of Chicago, a Community Facilities organization which offers family services and youth care. Rev. Wellems is also a qualified Low-Income Community Representative.
Stacie Young
Young works at the Community Investment Corporation (CIC), as director of the Preservation Compact. The Preservation Compact is a collaborative initiative to further affordable rental preservation efforts in Cook County, and is managed out of CIC, the region’s leading multifamily rehab lender. She serves on the board of Housing Choice Partners, and the advisory board of the Corporation for Supportive Housing. Young is also a qualified Low-Income Community Representative.
